What is Accreditation?

Accreditation is a formal, independent process through which an authoritative body evaluates and officially recognizes the competence, impartiality, and credibility of an organization to perform specific conformity assessment activities. These activities may include certification, inspection, testing, calibration, or the delivery of training and professional qualification programs. Accreditation confirms that an organization operates in accordance with defined standards, documented procedures, and internationally accepted best practices.

At its core, accreditation is about trust. When an organization is accredited, it has been assessed by an independent accreditation authority against clearly established criteria. This assessment examines not only technical competence, but also governance, impartiality, consistency, risk management, and the ability to deliver reliable outcomes over time. Accreditation therefore provides assurance that decisions, certificates, inspection reports, or test results issued by an accredited body can be relied upon by regulators, businesses, and the public.

Accreditation is distinct from certification. Certification is typically issued to organizations, products, or individuals to demonstrate conformity with a specific standard or requirement. Accreditation, on the other hand, applies to the bodies that perform certification, inspection, or testing. In other words, accreditation confirms that the organization issuing certificates or reports is itself competent and trustworthy to do so. This distinction is essential in maintaining confidence throughout supply chains, regulatory systems, and international trade.

The accreditation process involves a structured and rigorous evaluation. It generally includes a review of documentation, assessment of management systems, evaluation of technical competence, and verification of impartiality controls. On-site or remote assessments may be conducted by qualified assessors, and identified nonconformities must be addressed through corrective actions. Once accreditation is granted, it is not permanent or unconditional. Accredited organizations are subject to ongoing surveillance, periodic reassessment, and performance monitoring to ensure continued compliance and improvement.

Accreditation plays a critical role for governments and regulators by supporting public trust and reducing the need for direct regulatory oversight. By relying on accredited conformity assessment bodies, authorities can be confident that technical evaluations are performed competently and consistently. This approach supports effective regulation in areas such as health and safety, environmental protection, food safety, infrastructure, and consumer protection.

For businesses, accreditation reduces risk and adds credibility. When organizations select accredited certification bodies, laboratories, or inspection providers, they gain confidence that evaluations are fair, competent, and internationally accepted. Accreditation helps facilitate market access, supports compliance with legal and contractual requirements, and strengthens confidence among customers, partners, and stakeholders.

Ultimately, accreditation serves as a cornerstone of quality infrastructure. It ensures that conformity assessment activities are performed with integrity, competence, and accountability. By providing independent assurance of trustworthiness, accreditation enables confidence in standards, certifications, and technical evaluations that underpin modern economies and global trade.

Webster defines accreditation as giving trust or confidence, vouching for, recommending, or providing official credentials. According to ISO/IEC 17011:2004, accreditation is a third-party confirmation that shows conformity assessment body has the competence to carry out specific assessment activities.

The USTMCERT FORUM provides accreditation to Conformity Assessment Bodies (CABs) and Further Training/Educational Institutions. This accreditation formally confirms their ability to perform certification, inspection, registration, verification and validation, assessment, testing, calibration, and training or educational activities. This independent assessment and recognition help ensure that the tests, examination reports, and certificates issued by accredited organizations are accepted as equivalent to those issued by organizations in other countries.
